There are a couple of ways to call free to landlines from your PC using VoIP softphones.
MediaRingTalk provides free 10 minute calls to 8 countries. No purchase necessary. Call back as often as you like, but all calls cut-off after 10 minutes.
EarthCaller, by Jaduka Labs, offers unlimited free calls to USA/Canada. It is completely free while in beta development phase. No money, no strings, no gimmicks, no commercials to listen to.

Its is very important to know from which country you live to answer this question.And at the same time its important to know to which country you want to talk to..Skype is offering free calls to PC TO PC as you said.
There are several VOIP providers who offers free trial minutes ( there are some companies offering 60 minutes trial calls as well ) as a promotions.Pingo,Rebtel etc are among them.
I will suggest one website there they post latest free call offers and the complete site list and I hope itmay help you to make free phone calls
